Open hand passes are always legal, given they're clean. Open hand attacks are always legal if the attacker's shoulders are square towards the direction of the attack. The player satisfied both conditions here.
Why? The touch looks clean and correctly directed. There is no rule saying that you cannot receive and even attack with an open-hand touch provided that it is clean.
