I'd say, that while Arishem makes specific card less likely to show up, the chance to draw a card on given turn is still same as normal decks - given that you drew the card. So Phastos, while him buffing 20 cards means nothing, you have 5/9 chance to draw him on turn 2 (in games you draw him) - which is better in Arishem than normal deck. And in 15/24 games, you simply draw different card. More over, he is "a brick" on turn 6, which happens only 1/24 games in Arishem, while 1/12 times in normal deck. So no, I don't buy "Phastos is obvious", but he seems to improve with Arishem. Kang, I'm opposite opinion. Yes, 3/9 games, you draw him on turns 4/5/6 and get to draw replacement, but the 6/9 games, he costs you a draw, and since you hand is already inconsistent, losing a draw is much more costly than in normal deck, especially since you want cards to spend the extra mana on. Whenever you have a bad hand, Kang finishes you off :D

"How do we pay for it?" Tax the rich and the churches, and you'll have all the money you'd ever need, and you wouldn't even have to tax them all that much. For those who think taxing the church is a violation of the separation of church and state, uh.... no. Giving them the advantage of no taxes is the violation of the separation.
