Francesco Cuccia (1876 - 1957), also known as Don Ciccio, was a member of the Sicilian Mafia and one-time mayor of Piana dei Greci (now Piana degli Albanesi). He is best known as the Mafia boss who triggered Benito Mussolini’s war on the Mafia, after humiliating him while visiting Piana dei Greci in 1924. He was described by the writer Norman Lewis as a Mafia potentate with an inflamed sense of his own importance.[1] The Sicilian writer Giuseppe Passarello called him "Cuccia il sanguinario" (Cuccia the bloodthirsty).

我认同你的观点，但我想补充的是其实有价值资源和当地武装势力崛起都不是特例，具有普遍性。 形成这种黑势力的独特原因不并非单是政府对当地没有统治到位，而是恰恰夹在地方武装势力又上不了位，成不了统治者，外来的统治者又改变不了现状的微妙平衡状态
自治，地方政府民選，才有可能截斷的的循環。
