Do they have Bluebird taxis available at the International Arrivals terminal as well?

Yes it's available both at terminal 2 and 3. Yes there is available train to central Jakarta but not skytrain. Skytrain only available in Soekarno Hatta Airport: serving transportation inter terminal 1,2-3.
