Appears to be Santeetlah Creek along Forest Service Rd 81 (Santeetlah Creek Road).
Nice photography. It hurts to see the use of spinners with treble hooks. Not sure if you knew this but, piling stream rocks removes and damages the habitat for aquatic life such as trout food insects and aquatic species such as hellbenders.
