Basically fire contain infrared signal, and gp2y1010 use photodiode which can detect infrared, maybe you should another subjeck for testing

Sounds like a calibration issue. When there is no dust present the sensor output is still around ~0.6V. Looks like your zero dust voltage is set too high.
