From what you're saying I think you are talking about the trait "Harsh debate" from yellow line. If you trait 5 points into that trait, every lightning attack you do has a 15% chance to give you 15% tactical dmg for 20s. However you don't really use a lot of lightning skills in yellow to make this viable to trait as a fire RK.
@@dero367 The only problem I have with this is that the chance is so low to proc. If you could get your lightning skills into your rotation it's possible that it might be worth it.
