Unfortunately the children that drew the mural didn't give the show permission to use it, so they decide to use the 6th season opening credits for the 7th season to avoid getting sued. They finally got permission to use the mural for the 8th season opening credits.

You're mostly right, but not all the way there. The background mural was the issue with the opening, but the sequence of events was a little different than you described. Cosby wanted to use a real-life mural called "Dream Street" for the opening. Failing to secure clearance for that, the show made their own mural in the same spirit as the original. The creators of the original mural then threatened litigation, which caused the show to revert to the previous opening. They cleared everything up for the final season, and there is an item in the credits about it. The season 8 opening is different from the season 7 version, as it uses some different footage than was used originally, and is considerably shorter.
