While some believe that the Kingdom of God and Kingdom of Heaven are referring to different things, it is clear that both phrases are referring to the same thing. The phrase “kingdom of God” occurs 68 times in 10 different New Testament books, while “kingdom of heaven” occurs only 32 times, and only in the Gospel of Matthew. Based on Matthew’s exclusive use of the phrase and the Jewish nature of his Gospel, some interpreters have concluded that Matthew was writing concerning the millennial kingdom while the other New Testament authors were referring to the universal kingdom. In Luke 17:20, you skipped over the part that says 'the kingdom does not come by observation" you cannot point outwardly and say "see there, or see here" and THEN Jesus says the kingdom is within you. Or even if the "true" translation is "amoung", it is still internal. Because Jesus is inside of you right now, isnt he? Or what is the purpose of having the Holy Spirit inside of us?
You are applying two different time-frames to the same verse, which is not accurate. Jesus was saying that the Kingdom was "among them" because He is the key to the Kingdom (it is impossible to obtain with His sacrifice). Look at the next 8 versus for context.. As we look at the verse now we can understand that what Christ was telling us is that we need Him in us (the gift of the holy spirit).

Earlier in the same verse, we read that He was responding to a question from the Pharisees on “when the kingdom of God would come.” The Pharisees’ idea of the Kingdom was very different from the Kingdom that Jesus preached. The Pharisees were looking for a physical political leader to free Judea from Roman rule and restore an independent Jewish kingdom. Jesus was telling them they wouldn’t see the Kingdom come in that way. They wouldn’t see a political ruler rise, amass a following, lead an attack on the Roman military, drive it out and then establish a new government to replace it. But even though Jesus told them they would never observe Him doing those things, He made it clear that He was the representative of the Kingdom of God because He was its future King. A few verses later, He revealed that the Kingdom would be established in a very different way: “For as the lightning that flashes out of one part under heaven shines to the other part under heaven, so also the Son of Man will be in His day” (verse 24). Instead of a physical political leader rising on earth to establish the Kingdom, a future generation would observe Christ returning from heaven to establish the Kingdom of God. You are absolutely correct that Christ must be within us (Galatians 2:20). An aspect of being a Christian today is living as a citizen of that Kingdom now (Philippians 3:20), which means living our lives today according to the laws and standards of God’s Kingdom. However, the Bible is also clear that we are not truly in the Kingdom of God until we are changed from flesh to spirit (1 Corinthians 15:50).
