11kv, Because volage and current are inversely proportional
Now a days, PLC/DCS are working on 24V DC, 24V AC, 110DC, 110AC, 220AC. I am using Siemens S7 series PLC on 220V AC control since last 13 years.
I guess it's depends upon requirements ...24v plc don't do well when communication lines are around high voltage ac lines ... I have seen 300mtrs max for 24 volt .. after that I guess communication weakens

Bhai mujhe ek question problem kar raha hai' agar hum inverter ka phase aur mains ka neutral le to load operate kyu nehai hota jabki line neutral to ground kiya hota hai.

You could use ac also, but on substation they prefer to use dc because during power cut also they could control the substation

Brother we made the voltage 415v from 11kv using transformer
This 415v is 3phase and it's 1 phase voltage is 220v
By using 220v you can make 110v and other voltages also by using small transformer
