    Ruto says that for every Ksh 100, Ksh 63 goes to repay debt. So any serious conversation about the budget must start with an audit of the debt. How much money was borrowed. Where was the money used. Account for each cent. Any stolen money must be recovered and the thieves prosecuted. If the audit makes sense, renegotiate repayment terms.

    Mr. Abraham brings out a very valid argument: The duplication of responsibilities in Government!! The CDF was supposed to be scrapped after the creation of County governments but the Mps went around the law and somehow reinstated it back. This including the many other unnecessary Parastatals should be the first to go in the effort of cutting spending!

    From what has been observable for the longest of times, Ruto is completely remorseless, no matter the circumstances. And so the words "I concede", coming from him, instead of being a sign of humility, actually sound like a menace, a threat. What Ruto says and what he actually means are normally different things. *Watch out for what he does, not what he says!*
    You can see that Ruto is seething with rage for not having had his way. He is throwing incessant tantrums, like an out-of-control toddler.He is not bowed down, otherwise why is he raging?
    Right now, he's forced to eat humble pie, go through the motions and appear to walk the straight and narrow, but don't be deluded about Ruto. He has a serious personality disorder which can't allow him to accept defeat, show contrition and to play second fiddle in anything to anybody. Ruto considers himself and his ideas, however misguided, to be the best and beyond reproach. So wait for a twist to the "I concede".

    However, I wonder how Dr. Rugo is reconcilling The lamentations of the Police service, the teachers, the counties, the higher education students...All of them need more pay, salaries and other forms of funding. How does the government achieve this while at the same time reducing expenditure.

    Kenya does not need to borrow from the IMF, we need to cut down the size of the government to mission critical entities only. Privatise all parastatals on the NSE and use the money to pay down the debt. Eliminate all official extravagance. Cut taxes (for the poorest and everything they consume) to stimulate the economy from the base of the pyramid and get more revenues from economic growth. That's what we need to be doing. Not running to the IMF to borrow more money for looting & wasting.

      I'm a Brit, and Privatisation is really not a great move. Look closely at how the UK privatised infrastructure is failing. Water is enriching the rich and discharging all sewage into rivers and seas. Electricity is half owned by the French Govt. Royal Mail enriches the rich and is being sold to a foreign billionaire after being run into the gutter and prosecuting innocent subpostmasters. British Telecom is incredibly expensive to subscribe to and haul as much data as Amazon. The NHS is currently being run down ready to be privatised to US Health Insurance Providers. British Gas ran down or removed gas reserve tanks, now struggling to build a new or reinstate dilapidated old tanks because we desperately require gas reserves.
      There are calls from some sectors to Re-Nationalise all that was privatised since Thatcher 1st came to office.
      I will guarantee you, the to Privatise Kenya Infrastructure, means selling it off cheap to Foreign (G7) corporates and investment houses, to reduce the workforce, 8ncrease prices, and take as much profit as possible whileletting the infrastructure degrade.
      You want a wealthy nation and Govt for the people? Find people who want that and not want power and wealth, and they are your best hope to keep Western corruption out and to support your own people and wipe down this debt created by Western corruption.l

    This engagement is pretty healthy...one concern..we should start from our 2010 constitution which brought on board a very expensive governorship that this great country can not afford..that is not say corruption remains a huge monster..duplication of works that makes it very, very expensive for our products/services including in export...perhaps its even wrong to reduce this matter to WSR matter...he may have made it worse..but that does not mean all prevous regimes beginning independence did well...WSR may be a capture of the very challenges we are inviting him to solve...yet the beneficiaries in our political class seem to use and benefit from such...It pains when we see folks like Waititu have guts to address the Gen Zs...we have even heard ati Matiangi being proposed as the president and deputised by Kagwe..

    This CDF thing has been passing me off. Nowadays everything is busara left right and centre from this hand of Government to the other hand making leaders as small demigods!!!. Why cant the Government send it as capitation grant to schoolls. They are being glorified and its oir money.
    Mp's should be allocated not more than 50 million for development.
    2. Salaries of state officers to be sliced by half. You graduate from same university with a comrade. Who becomes a politician earns 1 million and I earn 30k.really????

    The reason for this is government looks at taxes as revenue.
    The reason Kenyans feel double taxed is because our taxes are setting up and supporting these enterprises but still end upcpaying heavily for services provided for them and receiving very lacklustre services and perfomance.

    Transport is another area. 1. All public and civil servants should be given a motor vehicle of Kes 2million maximum per staff for only one vehicle and once for each person worklife.. The vehicle belongs to staff from onset. Maintenance of the vehicle by the staff. No drivers. 2. Stop all allowances for salaried MPS, staff etc.

    I have worked with govt , the wastage is astounding esp in what they procure ! this fellows will ask for the most high end in whatever they procure be it laptops , computers,printers etc they will always ask for the highest specifications. machines that a 3d modeller would be proud of, just to be opening word and excel documents . I swear govt can run with an 1/6 of the current staff !

    Sirs, there is some step that has never been visited.
    I thought input thi idea some times in 1999. The retirement age should be reduced to at least 50years to give room for the young generation to get employment. I am an employee of the government and I have some unemployed sons and daughters. It’s a shame that they are at home while I am still in the job at the age of 65years.

    Kenya doesn't lack competent minds like Dr Rugo, we unfortunately have allowed politicians to squander our lives by placing incompetent people into service and the electorate too has contributed by voting in thieves into political office. We have all it takes to move forward i only hope the GEN Z can use their new found interest by helping us vote people with capacity to lead in 2027.

    From the look of things and listening to the expert the country is over burdened with huge wage bill and over borrowing... If we must live within our means then we got to reduce bloated parliament, go back to 8-4-4 system of education and bring cbc when we can fund it.

    Accountability checks and balances plus implimentation of severe consequences ... this way whomever is elected to office is answerable.Also less expectations of harambees handouts etc by voters.This encourages the politician to indulge in corruption to fund this expectations for re-election.Plus refund the money they used on campaign trail....They inturn expect perks from the president they feel they helped him into power.He in turn holds them in debt to him and his dealings.Politicians are a tribe of their own.
