When you are getting an error "phoenix could not be installed at this time" that means that the certificate of this app has been revoked by Apple. You must either wait for the certificate to be renewed or just sideload the ipa onto your device with third party applications (for example with AltServer).
@@StarshineMelody5678 This is because the certificate of this app has been revoked by Apple. That happens every now and then. What I did instead, I downloaded Phoenix from the official website and sideloaded the ipa with AltServer manually, now it works.
