This should also be offered directly to farmers who would be willing and able to pay for the course and not just to students and county officials. Offer this directly to (large scale) farmers who can afford to pay for the course. Tailor a course for them!
An example is where successful businessmen who have never been to business school go back to study a courses tailored towards such a demographic. This is actually happening in some universities.
As you innovate around agriculture, innovate the courses offered, how they are offered and to whom they are being offered.
