You could also put a psi on the central rotation point, and just have it stay there. When a psi is at the point of rotation it doesn’t stop the contraption when it connects. So whenever the harvesting arm is connected to the centre rotation point the items would get pulled out right away

Ensure you set the range of any chassis to 1 or use a glued area instead.

Well, it can work - perhaps you missed a step in the video?
Common mistakes when building:
A) Wrong rotation amount in the sequential gearshift.
B) Missing the falling edge circuit (it isn't just an inverter)
C) Crossing redstone lines (the two signals must be seperate).
