Yes in a sense. But on the other hand no. Starlight has better piercing durability but not better brute force durability. She's lost to low level superhumans before just from getting beat up and cap was able to take a beat down from Ironman and still get back up. And Ironman is definitely above low level super human level in terms of strength. I mean it's like saying that someone like Luke Cage is more durable than Wonder Woman since he is bulletproof and she is not but she can take beatings from the likes of Superman, Darkseid, Doomsday, and Amazo. There's a difference between piercing durability/ resistance and stuff like being durable to strong attacks or energy attacks.

Cap loses no diff to all of them at base since even Starlight is comparable to The Avengers Loki, meaning bulletproof and strong enough to take someone out in one hit.
Worthy Cap with Mjolnir maybe beats Starlight. Still gets curbed by A-Train, Noir, Maeve, and especially Soldier Boy and Butcher.

@@Killzner_Edits By being practically invulnerable to anything Cap can do, and by hitting him once or twice and going right through him, not to mention how easy that would be for them since they're so much faster than Cap. Maeve and Stormfront for example are 500 tonners. Says so on their official Amazon bio that they can toss anything from a 747 and smaller. Cap can't fight supes like that. His helicopter feat is estimated to have been around 1.5 tons. And look how much he struggled with that.
