He seems slightly different from his dark moon self in that he near seems to care about the ghosts here. In the original dark moon game, he well ditched his care for them.
I think so, inside the poltergust there's a Green Hole (or Blue Hole if the Boss Ghost is caught by Player 2) where the Boss Ghost tries to escape it, but ends up being vaccumnized inside the hole due to it's strength which it prevents the ghost from escaping.
I'm pretty sure they just used the original boss cutscenes for Luigi's Mansion: Dark Moon and changed it up so that they would show up in the stages that are in the arcade
