Honestly Minecraft's whole potion mechanic feels... underwhelming. In regular survival there's very rarely a situation it's actually worth using a potion other than Fire Resistance or Water Breathing.
The weird stuff with your health bar was probably from Absorption and Health Boost being constantly reapplied by the lingering cloud while you were being damaged by Harming at the exact same rate, which confused the UI.
well the UI wasnt confused, it was being displayed correctly, the instant damage probably applies removing the absorption and then the absorption is reapplied immediately after
I think the poison might not do damage to the absorption, therefore your regular health bars would be going down, so your last regular heart would be a half heart but you would still have absorption hearts after it.

No not every single item in Minecraft combine to one... It will be every single item, command, every single text, language, pixel, maps, etc. All combine to one.
I think the reason why this potion itself doesn't kill the player is because most of the effects just get cancelled out by each other. The levitation fall damage is the only thing that can kill the player, though as seen in the video only sometimes. I think that's because of the order in which effects get applied. For example, if you get the Instant Healing and then Instant Damage effects, you'll be at a net loss of health from full, but if it's the opposite, you'll be back to full health (probably). Same goes for the ticks of Regeneration, Poison, and Wither, though having both Poison and Wither is more than likely enough to just overpower the Regeneration.
The reason why the hearts are so weird is because you have both health boost and absorption I'm assuming the health boost applies first, then poison and/or instant damage and/or wither, and finally you get the absorbtion. Your health will then be decreased, but you still have the extra hearts from absorption. Add the poison making your hearts look funky and it gets pretty confusing
You know Mojang would just shorten it to “Lingering Furious Cocktail” and “Lingering Potion of ‘How did we get here?’” in the same way that Turtle Master isn’t called “potion of slowness and resistance.”

Yeah so, turns out. Potion of the turtle master is overpowered. You can take a charged creeper explosion without armor/armour and survive. So turtle scute (or however its spelt) is actually useful. Found this out through testing.

Actually, when listing multiple effects, you have to add commas. If you use an Oxford comma, you get one extra character per effect.

the weird health thing is because there are 2 different max health boosting affects, one which adds more regular red hearts, and another which adds extra yellow hearts that always in front of the red hearts, so your max red health gets increased above 40, then you take some damage, leaving you with extra empty red hearts above your regular hearts, and then you gain yellow health, which appears in front of those extra empty hearts
