this is expensive, you cant just think of it and make it. the japanese heavily research on each proposal so that they only use the most efficient one, which balances out costs and the effect on sales/revenue. if something like this was used elsewhere, it could be extremely expensive and just barely boost sales, for instance. it looks random but this is the most formal and organized type of publicity.
