it lessens the chances of her S1 overriding the Ougi's double strike, which yields to more damage from Payila overall, if she's in slot 3 or 4 (esp 4) chances are she'll Ougi and get double strike and then cast S1 the next turn wasting the double strike, this most notably happens by T3 if she's in slot 3/4, but it also generally applies to longer fights.
