Hi George! Vet nurse here. Every dog is different with the heat. Brachycephalic dogs (bulldogs, boxers, frenchies etc) can suffer heat stroke at 20 degrees if they are stressed! My German shepherd handles a short (10-15min) walk on a hot summer day fine, or we go to the beach and make sure she goes in the water to cool off + recovery in the air conditioning. The risk for most dogs is heat stroke (plus burned paws on the pavement) as opposed to heart issues and a sausage dog should be fine with a bit of a walk or beach trip when it’s warmer! Start small if you’re worried and just watch how he recovers.
I have a Yorkie and he’s fine with heat. We are from Minnesota where it’s super humid and hot in the summers. He goes in the boat, the beach, walks. He just lays down in some shade when he’s too hot and sometimes I put a little water on his back. We now live in Oregon where it’s super dry heat in the desert. He also does well just taking breaks in the shade and drinking lots of water. I think it sometimes just comes down to the specific dog in question.

Pugs are also apart of that group, and are sensitive to heat. I’d imagine a small dog like Winston would be as well.
