Definitely makes sense. The shops are easier to enforce and usually the owners will have much to lose from getting covid in their stores. The arenas and stadiums still have the rules in place but are much harder to enforce with all of the people; allowing the attendees to not have a mask at their own risk. Twitch here in their Rivals event know how terrible the press and repercussions will be if any of these high profile streamers catch covid.
