Well, technically it was reggae mc's/dub fused into Hardcore/breakbeat hardcore circa 1991/92ish from the children of first gen immigrants who fled Jamaica during the 1970s political unrest to england/london/etc, getting exposed to rave culture & BBHC, pouring dub and patois into that mixing pot, then becoming Ragga Jungle, from which Drum and Bass branched off of to become a genre... IN THE FIRST PLACE!!
Ragga always has been the bees knees tho. How it became Canada's biggest export(besides SkrillMau5 that is HA) in rave music is kinda the big mystery, lol. toronto got so much dank ragga(unlike the dumbass USA EDM shitfest) Rcola, Capital J, Krinjah, Freaky Flow all golden diamond geezers.. Nuff said.
