Because there was another upload of this special, but it was apparently a much different version than this because it has different shorts at the end and the “No Hunting” short wasn’t present. That version also didn’t have Ludwig playing with yo yo when they came back from commercial. However, I still recognized the scene because it was literally the first clip of his shown on the introduction to the “I Love to Laugh!” Sing-Along Songs episode from 1991
Ludwig is funny because there's been three different explanations of how he's related to Donald. First is the reason given here, second is comic books where Ludwig is Grandma Duck's Cousin, and third is a prototype of the Family Tree by Don Rosa which shows Ludwig as being married to Scrooge's older sister.

Uncle Scrooge is on the maternal side, yes, Ludwig is on his fathers Side
