Its literally hell people are meant to burned and punished for their sins its not supposed to be a "better place". If hell doesn't punish sinners then who will? The reason they were being killed was because of over population. Charlie wanted to fix that by giving them a chance to fix their ways and change for the better. Giving hope for the people of hell a chance.

People’s desire for “sinners” to “suffer” is nothing but a desire to get off on the misery of others. So if that’s the “point” of hell, then hell and whatever divine authority set it up to work that way should be overturned

If you lived in Heaven and you learned that a resident of Hell built a business to redeem the damned would you do your best to destroy it? Or go against Heaven to protect that business that wants to help the souls that want redemption? I'm Team Heaven all the way but if I learned that a resident of Hell was doing this I would give my all to protect that business. Even if it meant getting kicked out of Heaven.

Other than that, nothing brings me more satisfaction than watching the first Fallen Angle, punch the shit out of the first man. Also, I will forever love one of the few lines I've heard from Alistor. I honestly think that's the best way the show can end, with the solution not being 'everyone gets into heaven' but rather 'lets make hell less shitty'
