I'm not sure if this is what Ishikawa exactly pertains to, but he just does not want to get married whether his partner is male or female or whatever their gender is. BUT, also the thing about Japanese they use phrases that are gender neutral, does not use he or she pronoun, that may be a little difficult to translate in English. Overall, I think the part of "regardless of gender" is that him just being general without specifying any gender. I hope this helps you to clarify some things.
