If nucleation rate is higher at lower temp how can growth rate be higher at higher temp. Likely the y axis is degree of undercooling in which case it is not fair to represent both nucleation and growth on same curve. Please correct me if I am wrong.
If you consider steel like C80, the pearlite region (coarser grains, more growth) occurs at higher temperature, whereas bainite ( very fine grains, more nucleation occurs here) occurs at a lower temperature. So the professor is actually correct.
