When I was ten train spotter, NS was an awesome place. Lots of 47's. Many 50's. And the occasional peak and 37 Plus the various class 8x electric locos. Then of course the 20's passing thru on post and other freight services

I was on the 323 unit coming into New St!! Just had time to register that the once in a blue moon occasion of something interesting was happening there!! Great video.

I believe it was built like this to spread the weight over more axles , hence the better route availability ( RA ) of 6 , the manufacturer could have put it on fewer axles but the RA would have been probably 7 or 8 resulting in it being barred from some routes .
kevinsylvester770 is right When these locos were built the maximum axle load was going to be too high for 3 axles. The less powerful class 37 that was built after these and has a similar look has more tractive effort on 6 axles, by the time they were built lighter components were available so although this one is my favourite type the later class 37 is the better of the two built.
