the dispel yes, if your party member didnt bring one,
me at lvl 70 cc1 CP 540K i put my 3 main heal skill on auto if one of my party member bring dispel skill.

Is demon hound better for healer or snow leopard?

for heal is snow leopard,
but demon hound will be meta later,
you don't need that much haste, and haste capped at 40%
