राजभाषा हिन्दी के नियमों के अनुसार "क" क्षेत्र की इकाइयों के लिए APAR को द्विभाषी प्रारूप में होना चाहिए ? यदि हां, तो नियम बताएं। क्योंकि "C" श्रेणी के कर्मचारियों को भी APAR English language में भरने को बाध्य किया जा रहा है। यह उनके लिए समझ से परे हो जाती है।
