Partially, textures can only be uploaded from Desktop editor, so you'll have to ask someone to upload them for you. But the Custom UI planes can be uploaded to the assets folder on web :)

Can you do a tut that shows how to connect this custom UI to a trigger with codeblocks?

Oh that is super simple, in codeblocks you can use the set visibility of object and use a reference to the UI, give it a try and report back! :)
So just the flat plane as your fbx and then upload that with desired png?
