That's because they rank accordingly to the amount of their spiritual pressure, it doesn't necessarily mean they are stronger. It was pretty much implied that Ulquiorra was the strongest thanks to his second form, yet he was ranked 4th.
It really isn't hilarious, it was lazy AF not to mention complete nonsense.
Nnoitra is 5 ranks lower than this guy and actually gave Kenpachi the hardest fight he had up until this point, that 2nd release at the end was dope AF too...such a waste.

Stark was pretty powerful but aside from speed and the cero guns, his only other ability involved sacrificing his other half to make wolf bombs in which a barrage of them were incapable of knocking out 2 mock arrencar.
Ulquirra's 2nd release is definitely stronger than any of the other Espada by a long shot. Yammy MIGHT be physically stronger, but he pales in comparison in every other stat. He lost to Ichigo's Vasto Lorde form which is more powerful at this point than just about anyone in this Arc aside from Yamamoto and Aizen.
No matter how Yammy think how strong and big he is, he's not number 1 at all. He think he is. Ichigo, Kenpachi, and Byakuya can knock him down twice hard on him and kill him.
Yeah cus he is number 0 not 1, lot of databook and novel statements prove he is the actual strongest espada, he beats all of them easily in 1vs1
