First of all, this is a game, not an anime.
Second, if the villain got angry every time they lose it would get tiresome very quick, if they don't always get angry then it makes them seem more crazy, like how Terumi laughs like he has seen the funniest thing possible when he dies, it makes him seem crazy, which he is.
