I think the reason that why minus one Godzilla is so evil is maybe his slumber was disturb by the atomic bombings and he got affected by the radiation and started to mutate and he head to Japan punish the people that mutated him even though the U.S. is the culprit to the problem because they were the creator of the atomic bomb(it's theory it may not link in main story)
