Yeah, it makes no sense. He created a back up and extracted it before installing Splunk. Basically, you can skip the extraction of backup in the video. Upgrading Splunk does minimum changes in configuration files and indexed files but it is always a good practice to create a backup in case something went wrong. You can also create a backup for the whole Splunk folder if you like.
One should never install or run splunk as root. In this video everything is done as root. This is a poor practice. If you install splunk using an RPM file in linux it will create the splunk user and group correctly. Never run splunk as the root user.
Splunk has internal versions of python that it uses. Eventually version 2 of python will be remove. When you are at the shell prompt on linux remember by defualt you would be running the linux version of python. Not the Splunk internal version. Take a look at the splunk docs on python to help keep this straight.

Do we have to upgrade python separately while upgrading splunk ..my python version is 2.7
Splunk 8.0 comes with pyton 3... Any splunk version comes with python packages. No need for installing seperately
