The cover is basically from a series of books quite awhile ago. The "what if" books. This depicts what Cairo would look like had Egypt never fell. It is highly advanced, the book depicts many accomplishments of the Egyptians including global conquest, an age of invention culminating in interplanetary travel where the tour of what we call Jupiter is in their culture the "Eye of Horus" and the planets in our system being called by their gods. Also, they have also embraced a VAST number of religions and including a rather wealthy Judeo Christian area called Teth Aziz (Tel Aviv) with the current Pharoah of Egypt Ramases XXIII declaring "As long as pay their tithe and do not incite sedition, they can worship the sand for all I care". It's incredible what they have accomplished.
You are probably confused with something else. The artist Rowye does not mention any link of inspiration with the "What if" books. This is an original work that has not been reproduced in this type of literature.
