"Mother" became so twisted for Arlechino that now that she runs the house of hearth she runs it as a "Father", the "Mother" put on a caring and kind front while hiding her own ugly side while Arlechino runs it as a strict and unfeeling "Father" to hide how much she really cares for the children. I don't think it was hoyoverse's inhouse animation department like with the Starrail animations since it wasn't included in the title card showcasing the company's name in the start.

In south east asia, stepmothers/adoptive mothers being absolute scumbags and evil is a bit of a common trope across TV series and shows involving drama. Probably took the inspiration from Cinderella, but some ancient fables already had this kind of trope well before Disney made it popular around the world.
To be fair, Cocolia has always been an adoptive mother of dubious character in all three Honkai games. It's not so much that mothers at cursed. Bronya's biological mother was a sweetheart, choosing to reverse a life saving treatment that would have ended her pregnancy.
For the comparison between HSR and Genshin one should keep in mind that HSR's animations are more focused on battles between people that can destroy planets while Genshin's are more about how characters live in the world (Action vs Adventure genre pretty much). An animation on the backstory of a cursed character getting her powers won't be as fluid and pretty as a dragon king fighting himself in his mind or a fight between two legendary sword masters. The other Genshin animations are the promocial videos for Inazuma, Sumeru , and Lantern Rite. There's also the one for XIao and Ayaka. The fan animations they each commission seems to fill in what they lack. HSR has more about backstories and Genshin has a lot of action.
honestly no, the Star rail animations have the same fluidity but they are so still and when they aren't you notice the same thing, Dan's dragon flew around him at 10 fps maximum in that animation This Genshin animation had a fight with excellent choreography and the characters moved much more, they perfectly animated the most important fight scene and that's a plus for me
Regarding Mothers in Hoyoverse. you did meet one decent mother in HSR. I won't say who but you have met her. You will have to learn who it is through story quests LUL
We just had in 4.4 two patches ago a very family heavy stories, a wholesome one (Cloud and her daughters and Gaming with his father) they needed to balance it out, lol

It's not a women thing, it happens to male characters as well. It's just that most people don't care about men and only focus on Waifu. The new cryo wolf guy (I forgot his name) was also raised by very bad step parents whom he sent to the GY and went through hell but nobody talks about it.
