Even if it ticks me off as well, the reason for the one they haven't gotten together/kissed is because Mashima has to build up their relationship, so once they confess to each other, it wouldn't feel forced, it'd feel natural, that's why he gives them moments here and there, to slowly build up their relationship AND YOU'RE RIGHT! NALU 4EVER!!!
***** I can agree with the shy part, but that'd be only Lucy, I mean, she never had a boyfriend before, and she feels something for Natsu, but without any experience, she doesn't know how to show it(even if we've seen her blushing a lot with Natsu, looking comfort in him, calling him cute, chapters/episodes/OVA 4 and movie already show that); Natsu on the other hand, is dense, I mean, he must know what love is(that chapter Mashima made where Lucy thinks Natsu invited her in a date), but since Igneel raised him, he doesn't really get the concept of love, he loves everyone in FT, he considers them his family, but it's obvious that when it comes to Lucy, there's something more there, I mean, how many times have he fought for Lucy? The movie is enough proof, when he says "You made Lucy cry. I won't forgive you!" Now, the only thing we need is more development for them(as if we didn't have enough already). When Mashima made RM, it was obvious that Haru and Elie had feelings for each other, but he had to build that relation up, the same thing he's doing with NaLu right now..I hope(I'm pretty sure) that Mashima will make them cannon in the end, what's the point of making them have such development if he were to throw it all away at the end? And now, NaLu 4ever!
