Kowloon, the anarchic dystopia in Hong Kong

Kowloon was known as the city of darkness and was a unique case in the world. 50,000 people lived in a very small land, so it had the largest population density in the world. In fact, it was 180 times larger than the density of New York City today.
It was an enclave located in Hong Kong in which there was no government. Many undocumented people and people with extradition requests lived there. But since the local forces were not involved there, they could continue to reside.
The only limit for Kowloon was the sky: It was not allowed to built higher because the airport was very close and the passage of airplanes was a great risk.
