One more you can make single album or multiple and photos are not gonna duplicate if any overlapping in new account

Actually.. gmail+cashe is = more storage.. If you checked that with your photos and vids Is consumed 90% of your gmail storage then the other 10% is you that gmail and vhacse storage
Had the same issue. I figured this out: 1. Select the first image, scroll to the bottom while holding shift, select last photo. It will select ALL your photos at once. 2. Just create an album (no photo limit), and then share that album with the other account, and then save the photos to your google photos from the other account.

Doesn't work if you have more than 1500 photos to migrate. The Share button is not able to generate the link because the file size is too huge & mutlcloud would not be justified since it's a manual process of selecting each photos, so not possible to select 4-5k of pictures.
my concern is that, when i copied the link and opened it from other account it got saved to "partner sharing" so when i am deleting the photos from original account, its also getting deleted from the other account
You need to check your trash folder. Usually, anything from google drive you delete goes into trash and stays for a period of time before it's deleted. If you see stuff in trash and delete it from there, then you should see your available storage increase.

It's not just the photos. It's Drive, Gmail etc. You've just transferred photos in this case.
