Setting 1 doesn't matter because nvidia reflex is already in the game Setting 2 doesn't matter because you barely even need a gigabyte for your cache folder (mine is literally 64 bytes) Setting 3 doesn't matter either, it's actually worse to pick "maximum performance" because it constantly runs your gpu at max speeds even while on desktop which is dumb. Your gpu already hits maximum performance when games require it to. This entire video is misinformation that doesn't do anything.
Setting 1 actually lowers your Fps and makes the game feel more jittery. I would recommend enabling v-sync in the nvidia control panel, this caps the fps to your monitor but for a small amount of input lag. This is nothing much compared to cs2 own v-sync option which is about 13 milisec. CS2 has vbery bad frametiming, and the only way to make the game feel as smooth as csgo is to enable v-sync in controlpanel, trust me. Just try it.
