No dear, if you are a civil servant working for the state, you cannot earn commercial income, but according to the law, it is not clear whether the income from TH-cam is commercial or not, so if the state pays your salary, you cannot earn commercial income. TH-cam earnings are not included in the law. I went to the state finance office and asked and they could not give me a clear answer and said that they could fine me for this. the law should change and add an article for TH-cam
NGL, I understand the reasoning for the law and honestly it’s something civil servants in the US (congressman, politicians specifically) should have. These fools get in office and make MORE money on stocks etc. which is of course a HUGE conflict of interest. I hope they make it more clear on TH-cam rules though!

It is intellectual property. And in most countries like India , government officials though can't have other income sources but can have income coming from their intellectual property. TH-cam videos have intellectual property rights
