I remain skeptical that it's a glitch myself. It certainly could be but given their previous behavior I favor the possibility that it could be twitch targeting people. With stuff like the recent false fraud bans, ghosting them, then if called out enough claiming a glitch did it to save face.

Twitch being able to force you to work for significantly less income, only to those giving Twitch a bigger cut, for an extended period of time, all while being monitored under stricter rules then certain twitch streamers get away with daily, is insane.

I worry subs alone would not quite cover the costs of the infrastructure well. But I bet some decentralized approach (even if the latency is worse) could work, even find a way to make sure nobody can find the IP of the streamer. - Replacing just TCP with some network pub/sub model that allows sharing the SAME bytes to all viewers would save _so much_ infra cost too (cost being ISP would know what stream you are watching, probably). - When I say infrastructure, imagine: their servers must send about 2GB of data every hour to EACH viewer, and each is SEPARATE (cuz TLS, and lack of good multicast), you also need to encode the streams in real time etc ... - With just 100 viewers, that is 200GB/h or around 444Mbps upload speed - not awful, but think how many streams you actually need to support, many with over thousand viewers, 24/7, etc... - Hence why it is not easy to compete - Now, I believe it is NOT impossible to make a very free and efficient and safe alternative ; but combined with the effort, and getting traffic to actually use it, and streamers not choosing those largest ones already ... Yes, once we have that, I do wish for something that will push everyone over there.

If twitch being incompetent &/or screwing people over either intentionally or unintentionally wasn't so common I might find this funny but I honestly don't because of that. I am also not actually convinced this was a glitch for the usual reasons with twitch.
