He mentioned "experiencing the game", not rewriting it to meet his personal desires. This is to fix issues, such as correcting the second-game's test where players could pit their own people without consequences-kill a target who's too strong at no cost became kill half of the survivors instead. 3. He wants to see if "Dr. Armin" can awaken the 12 gates thing (or whatever its called) and attract the attention of the man or creature who created the technique for questionable reasons. 4. He wants to use the game to trace back to the source of the game and refine the origin group of the game. Furthermore, he never technically hides his strength. He puts on airs of being an untouchable badass even if he doesn't show it off-he doesn't want to make people into thigh huggers, lickspittles, and the like.
