I found my sulcata tortoise a few weeks ago on the street while walking to school, he is the same size as yours and I took him because I have seen some that have been ran over and a lot of people on my street have sulcata tortoises and they all have babies and they let them free, oh and I live in Arizona.
They grow rapidly for the first 10 years. They end up being up to 100 pounds within that first decade. Then they stop growing super fast and it’s super slow throughout the rest of their life. Definitely do some research before you buy
They are shipped in plastic containers with punched holes, the box also has air holes. I'm an approved live animal shipper and have never had a single tortoise harmed during shipping in over a decade of doing this.

I would contact a rescue. Could be a protected species that looks like a sulcata
