I am surprised that you as a indian didn't know that because in that part of the world bargaining is part of the culture. Im sure that we iranians have a lot in common with indians culturally wise.
You are right we all do bargaining but the case is here at home we know the commute rates but it gets difficult in foreign area until you have local friend or there is uber present.

Drivers are too aggressive and always tend to fight. I wonder even after so many refusals , drivers lead a good life and on asking about their earnings in a month , got shocked that it is around 50000/ to 60000/ indian rupees per month. In India taxi drivers on average earn 15000/ to 20000/ per month. This is probably due to their charging 3x to 4x fares
