That's a problem. I've looked at the traffic situation in Hong Kong, it's really hard for buses to be puntual without having to stop to regulate the service. Not sure about how a bus schedule is like in Hong Kong. But in the UK, when a bus driver (or called bus captain in Hong Kong) drives a bus, there's a schedule for that run. On the schedule, there's a departure time for each stop and the driver is not allowed to depart earlier than that time. I think it's how schedules are like in almost everywhere. Due to the heavy traffic in Hong Kong, it's more likely to have unexpected traffic congestions. And when that happens, buese are delayed. But then if the office workers put these congestions into the calculation, and when there isn't congestion, the buses arrive at stop too early, and that becomes a worse problem.
