As it's written the PD and Mayor have no jurisdiction outside of the City, they can't arrest anyone they can't enforce anything outside of the city. They are basically kidnapping people an unlawfully detaining them every time they arrest someone outside of the city. There is a bunch more things, but that's the type of things he's doing.
Conan should stay far away from new departments who are trying to 'do it right' because they are going to be super stiff. Just hang out in LSPD until youre ready to put on the green
