Not taking his side here, but there was a journalist testing people answering skills under aggressive questioning. He kept asking with a lot of insistence "name a woman, any woman" to people in the street, with a mic right to their faces, and some of them were completely unable to name even one. That was funny to watch. I'm just saying here that the interview does not reflect 100% what the guy likes/understands or doesn't.
I never saw anything like that but fair enough. If you're adamant about a position or ideal, you should be at least fairly knowledgeable in regards to that position or ideal (etc).
That same passion can easily translate into more confidence which often times can help you under pressure. So for example, take a baseball fan, apply that same pressure and ask him to present an argument as to who the best baseball player ever is or to just name any baseball player and the results will likely be in stark contrast to what that same reporter got when he ran up on any rando and started urging them to name a woman.

Reagan stated that they *all* should get top priority.
Confused, his advisors explained that, no, that's not how assigning priority works -- they needed clear direction from him as Chief Executive regarding which goals should be categorized as having the highest importance versus other, less urgent goals.
Again, Reagan stated he wanted *all* the listed goals to get top priority.
