Interesting. I was here about a decade ago and was amazed that such a small city had a tram line - OK just one main luine with branches but the equivalent of say Birmingham or Edinburgh. Impressed that so much track outside the centre was grade-separated. Only smaller town I know in Germany with a tram is Naumberg, but that's really only a tourist line.
The journey through the city centre runs through pedestrian zones (maximum speed 7 km/h [~4 mph]), 20 km/h and 30 km/h zones [~12 or ~18 mph]). The rest of the route has a lot of speed restrictions, also at 20 or 30 km/h [~12/~18 mph]. This is due to the many, sometimes narrow curves and the downhill sections (sometimes quite steep). The general speed limit is 50 km/h [~30 mph].

Meinst du in Görlitz, oder im Allgemeinen? Falls zweiteres: von Anfang konnten KT4(D) in Doppel- und sogar Dreifachtraktion eingesetzt werden.
GOerlitz looks like 150K city, not 50K.
