Why the gear is loose? Oil will leak if it's loose. It should be like new bearing tight & smooth

This part is not the identical same part that I'm lookin out for , but it has to do with the same component...
I'm looken for a 1rz-e engine cover complete with oil pump and water pump...aisin made in japan it should be for the best preformance and durability..
